The NATO Maritime Geospatial, Meteorological and Oceanographic Centre of Excellence, in partnership with the NATO Centre of Excellence for Operations in Confined and Shallow Waters, successfully conducted the 2026 Workshop on Hybrid Warfare & the Law of Naval Warfare Academy, “Turning the Tide”, from 11 to 15 May 2026 in Lisbon.
Hosted at the Portuguese Hydrographic Institute, the workshop brought together almost 120 participants from 38 countries, including legal advisers, operational personnel, academics, and policy experts. Co-sponsored by the Stockton Center for International Law, The Fozzie Miller Group, University of Basel, and EU COST Action BlueRights, the event provided a platform for discussion on hybrid threats in the maritime domain and the legal frameworks applicable to naval operations.
The workshop facilitated exchanges between operational and legal experts, contributing to a better understanding of emerging challenges in maritime security.
